The information found in the Populus informer is the largest duty of the GEP. It compiles this information by four independent investigative and research bodies each related to the four departments. These bodies are composed of elected officials and employees, not temporarily summoned citizens such as in the voting process. The officials are elected on a yearly basis for a maximum of two consecutive years or four years total to minimize bias in the information presented. Any of them can be brought under review at any time by the vote of the people. No aspect of government, be it elected official or employee, may withhold information from the GEP unless in defensive war, defending its soil as a neutral nation (see the '6M law' pg 74).
The GEP's directives come directly from the people. It obeys these directives by percentage of consensus, not by simple majority. Thus, if 55% of the votes say to move in one direction, 55% of the GEP force does so while the remaining portion follows the other votes, the end result ensures an exact representation of the will of the Populus. To illustrate, if only one percent of the people want to look into an official, one percent of the GEP will independently conduct that research and list it on LAFKI if the findings are too small to place into the Informer. However, it just may be found that the one percent was correct, and the individual was, in fact, corrupt. Such would never have been discovered in a simple majority system. This is practiced even to the point of conflicting interests where it then researches the pros and cons presented proportionately and attempts a synthesis which is reported the following month. For example, 60% of the people want a facility dismantled. 40% want an addition added to it. After research (60-40), it is found that an addition of those qualities could be added to a similar facility thereby allowing dismantlement the proposed structure pleasing both parties. This synthesis and supporting research is then presented to the people the following month for a second vote. This may cause many opinions to change, and gain majority vote for the synthesis. If the results still conflict after three months the most feasible synthesis is then acted upon.
The four departments are:
Stationed within the GEP, the Populus monitor is responsible for writing the monthly reports on the present state of the union and the current activities of all four departments at the federal state and local levels. It keeps a close eye on all department activities and their elected officials, and can not be made to monitor private individuals. Each month it collects the final consensus synopses of each level (federal, state, local) and incorporates them into the Populus Informer which is then immediately sent to the people.
The Populus Investigator operates out of the HVR, it is an investigative body representing justice. Unlike the CIA or FBI, it cannot enforce law, it can only release a report on its findings which must then be acted upon by the local militia at the will of the Populus. The Populus Investigator may also monitor private individuals at the direction of the people, if suspected to be breaking laws.
Operating out of LAFKI, The Populus Researcher is directed by the people in all of its activities. It is a scientific body researching all natural phenomena. It breaks down the 'knowledge filters' which capitalism and separate government cause by withholding research. It further breaks them down by presenting all that is discovered, even if controversial, unlike many schools of thought who throw out or bury findings which do not fit into their accepted paradigm. This ever growing body of free knowledge assists science to progress unimpeded.
Operating out of the PHMC and representing each individual concerned for their tax dollars, this branch regularly audits the other three departments, all Populus facilities, and assets for efficiency of operation and corruption. It also enforces and ensures accuracy of the reported True Values of all systems, products and facilities public or private. It absorbs the present PCIE and ECIE (The President's Council on Integrity and Efficiency and the Executive Council on Integrity and Efficiency) causing all inspector generals to become employed and appointed directly by the people. This eliminates the common bias of presidential appointment to such powerful positions. A position of this nature allowed to be chosen by one man with personal interests, possibly leading to the act of appointing one's friends to bias inspection of invested corporations and bring heat down upon one's competitors, is completely absurd. The interest of one man thus perverts all democracy, twisting the forces designed to protect the people into forces to protect himself. No thing affecting the Populus will ever be chosen by one man in the Individualistic society. Furthermore, no inspector general may use apprehensive force unless warranted. This warrant will be given solely at the discretion of the Populus.
